Reefton radiates on 'glowing' results
*JOHN GROBLER
REEFTON MINING NL, the Australian-listed exploration company that claims to have found a significant uranium strike south of Usakos, has reported a radioactive count 10 times higher than reported by a previous and much more extensive exploration for the same area.
The so-called "mining junior" says it has found a radioactive anomaly of 94 320 counts per minute (or 1 572 counts per second) in a limited sample - without differentiating whether it is thorium, potassium or uranium that is giving off the radioactive signal.
But the claim has raised eyebrows in local geological circles and concern has been expressed over the validity of the claim.
Previous results from extensive drilling and testing programmes in the same area showed an average count of 90 to 150 counts per second only, according to reports filed in the early 1980s with the Ministry of Mines and Energy's Geological Survey.
Nonetheless, the news of the radioactive discovery - titled 'New Uranium Find' in a press release on March 18 - was enough to send Reefton's share price soaring.
Investors in the Australian and London Stock Exchanges poured more than N$14 million into their shares.
The Mining Commissioner, Erastus Shivolo, this week declined to confirm or deny that a team of geologists from Geological Survey sampled some of the same material Reefton claimed to have used, but found so little uranium as to be insignificant.
"I have not been mandated by my Minister [Errki Nghimtina] to discuss this issue with the press," Shivolo said yesterday.
One technical expert in instrument calibration pointed out that counts per second were not a reliable indication of the actual grade of uranium ore.
"The only reliable figure is parts per million (ppm) counts per second are meaningless," he cautioned.
The Namibian has reliably established that the Ministry's own geologists have been extremely sceptical about Reefton's claims, given that the area is famous for emitting a false radioactive signal attributable to other radioactive elements such as thorium and potassium.
Reefton's remarkable initial results appear to be largely based on just 12 samples their geologist, Gary Hemming, obtained from their so-called Erongo Pyro-Metallic Project leases on the farms Hakskeen, Hoopverloor, Sukses and Vergenoeg (EPLs 2805-2811).
Reefton's management has made much of the fact that various paleo-channels were "discovered" in the EPLs (Exclusive Prospecting Licences) owned by Reefton via wholly owned Black Range Mining (Pty) Ltd.
The news was greeted by yet another rise in share price, as small investors in especially Australia tried to get on the bandwagon.
Old reports filed on the same Exclusive Prospecting Leases (EPLs) in 1980 and 1982 by the now defunct Omitara Mines Exploration Company and Grosse Klein Spitzkoppe Exploration Company respectively made it clear that Reefton might be doing more mining at the various stock exchanges than on their leases.
According to a report filed by Spitzkoppe Exploration, it drilled 142 holes of an average of 20 metres each in a grid across the most significant of these paleo-channels between 1980 and 1982.
The results were not encouraging: "uranium mineralisation appears to occur with random and irregular frequency in a horizon about two metres below the surface" of between one and two metres thick only, the report said of the Hakskeen prospect.
Background radiation in the surrounding granite rock was in fact higher than that in the paleo-channels (ancient, in-filled valleys), where the uranium was supposed to occur, the report explained.
"No distinct radiometric anomalies were located and the background varies from 90 counts per second to 150 cps over the calcretes and 150 to 200 cps over outcropping granites," the Atomic Energy Board report remarked of its measurement of radioactivity in the area.
Reefton, which also owns two large diamond exploration licences (EPLs) north of Moewe Bay, has so far collected about three million Australian dollars (about N$14 million) for shares sold.
Last week, on the news of its licence being renewed over the diamond and base mineral leases, Reefton issued another 50 million shares and debentures worth another AUD $3 million (about N$12 million).
Hemming, who took exception to an earlier report by The Namibian questioning the validity of the uranium find, at the time insisted that "continuous reporting was the key to understanding" what Reefton was doing at Hakskeen.
The Australian Stock Exchange, which also appeared doubtful over Reefton's share price volatility, halted trading in their shares after The Namibian first reported on the matter and forced the company to issue more details of its alleged uranium find.
Former CEO Simon D Gilbert blamed the "negative publicity" for "wiping out" 20 per cent of shareholders' value, and falsely claimed that The Namibian was to print a retraction on the original story.
Less than two weeks after their "new uranium discovery", Gilbert resigned and exercised his share options.
Three weeks later, the MD Viktor Nikolaenko also resigned, leaving Chairman Simon Moore in charge.
Uranium, as during the 1970s energy crisis, has come into favour again as the exorbitant price of oil forces countries to look for other sources of energy.
Industry boosters claim as many as 69 new nuclear reactors could be built over the next 15 years in especially the developing world (China, India and Russia) alone.
Reefton's share price, which had been languishing in the single digits, increased sharply after it first announced the 'new uranium find' on March 18 this year.
Since then, the share price has slowly dropped back (see graph), prompting Reefton to request the ASX last month to halt trading in their shares to prevent them losing more value.
So far, Reefton has shown a negative Operating Cash Flow of AUD $1 606 000 (about N$7,7 million), mostly money borrowed from public investors by selling additional shares worth AUD $3 278 000 (about N$15,7 million).
Of the N$7,7 million cash they have spent so far, N$4 million went to exploration and evaluation (AUD $843 000), and some N$3,7 million (AUD $785000) on administration.
Reefton's geologist Hemming, when asked to explain why they would obtain radiometric readings as much as 10 times higher than previous extensive drilling programmes produced, accused this reporter of deliberately and falsely discrediting Reefton.
"For you to report your own in-house feasibility at this early stage of knowledge on the Erongo licences, you will further damage the newspaper's credibility and again will falsely discredit Reefton's exploration in Namibia," Hemming wrote.
Instead, he demanded that he be told where the previous drilling reports cited here have been filed with the Ministry of Mines and Energy.
The relevant department said they have not received any request from Reefton for such reports yet, "as would have been the case if Reefton had done their desk study," an official said.

It RTM does rise on an announcement it could be stifled by the sheer number of people wanting to get out.

The brief prepared by the National Crime Authority against Perth company promoter Jeff Verheggen is a cracking read indeed.
It includes first-person accounts from veteran company promoters John Terpu and Roger Nikolaenko about helping Mr Verheggen deal with problems being caused by Namibian dealmaker Bruno de Vincentus and his WA representative, Inglewood accountant John Miller.
The brief, penned in September 2002, alleged Mr Verheggen organised a couple of heavies to go with him to Mr Miller's office and steal a bunch of options that were jeopardising a ripper deal Mr Verheggen had introduced to Mr Nikolaenko's listed vehicle Reefton Mining.
The charges, which started out as robbery and were later downgraded, were withdrawn in the District Court last week after the defence team found a crucial piece of evidence buried among 3000 phone taps the NCA handed over to Mr Verheggen.
Prosecutors said the prosecution was pulled because of the attitude of Mr Miller and Mr de Vincentus to giving evidence.
But Mr Verheggen's lawyer, Shane Brennan, said yesterday a phone tap showed Mr de Vincentus had given complete authorisation for the documents to be taken away and the prosecution case was fatally flawed. "It was misconceived from the beginning, there is no question about it," Mr Brennan said.
The withdrawal of NCA charges comes seven months after a judge threw out allegations by ASIC that Mr Verheggen had breached his duties as a director of Max Resources, which collapsed in 1998.
By 1999 Mr Verheggen, a former star broker with Eyres Reed, was working as a freelance company promoter. He and some associates had had taken a stake in Reefton Mining and he had introduced to Reefton to a potential deal to backdoor list an internet casino venture.
Among the investors in the internet casino venture was controversial Northbridge businessman John Kizon, who was then the target of an exhaustive investigation into his international financial affairs and his investment activities.
(For those of you that don't know, John Kizon is a pretty big mafia-style drug dealer in Perth)
NCA covertly recorded thousands of telephone conversations in its Kizon investigation, including ones involving Mr Verheggen, Mr Nikolaenko and Mr Terpu relating to Reefton.
Mr Nikolaenko said in a statement given to NCA investigator Hugh Le Tessier that the internet casino talks were quite advanced by July 1999 but Mr de Vincentus was making it hard to complete a deal.
Mr de Vincentus held a swag of options over Reefton shares - including call options over stock owned by Mr Verheggen's family company - that the London investor had gained in return for an option over some diamond prospects in Namibia.
Mr Nikolaenko said Mr de Vincentus was refusing to hand back the Reefton options despite failing to deliver on the Namibian land.
". . . Mr Verheggen said to me in a number of telephone calls that he was determined to go to Miller's office with people he referred to as heavies and pick up the documents," Mr Nikolaenko said.
Mr Terpu told of how Mr Verheggen had told him he wanted to obtain the option documents held by Mr Miller and free the Reefton stock.
Mr Terpu tells in his statement of a phone conversation, recorded at 4.02pm on July 22, 1999, in which Mr Verheggen indicated he was prepared to use force to obtain the documents from Miller. "During the conversation I offer (sic) some names of persons who may be able to assist him," Mr Terpu said.
According to a document in the original NCA brief, Mr Verheggen was called by Balcatta businessman Ivan Marinovich at 4.16pm and investigators believed he went with Mr Verheggen to Mr Miller's office. Mr Marinovich refused to speak to the investigators.
Mr Miller said in a statement that Mr Verheggen came to his office and asked to be given the Reefton option file, which Mr Miller refused to hand over. He allegedly left the office and returned a few minutes later, agitated and aggressive.
"During this threatening conversation Verheggen mentioned that the people he had downstairs would be happy to come to my office and forcibly take the file from me," he said. He claimed Mr Verheggen took the file.
Mr Nikolaenko told of how he received a phone call from Mr Verheggen about 5.37pm that day in which he claimed Mr Verheggen told him he had retrieved the file from Mr Miller, that he had two people downstairs who would have slapped Mr Miller and they were paid $500 each.
The Reefton chief said he was quite sure the documents in the file were shredded. "Reefton has a shredder in its office and either Verheggen or I would have done the shredding," he said.
Mr Verheggen was to stand trial in August last year on downgraded charges of stealing from Mr de Vincentus and threatening Mr Miller to compel him to do an act he was lawfully entitled to abstain from.
The trial was aborted after Mr Brennan raised a conversation between Mr de Vincentus and Mr Verheggen that was among 3000 recordings handed over by the NCA to his client but was not transcribed by the NCA.
He said that in the tapped phone conversation, recorded while Mr Verheggen was in Mr Miller's office, Mr de Vincentus said he had no interest in the file and Mr Verheggen could take it away. "You can't steal something the owner says you can have," Mr Brennan said.
Mr Verheggen was not available for comment, but Mr Brennan said it was "fair to say he is fairly angry".
The lawyer said Mr Verheggen denied going to Mr Miller's office intending to belt anyone up and had not taken Mr Marinovich.

THE Ministry of Mines and Energy yesterday confirmed that Australian mining company Reefton Mining NL had essentially lied about its "major new uranium discovery" and had broken the law (Minerals Act of 1992) in prospecting for a mineral that it had no right to look for at the time.
A statement from the Ministry is expected to put a final nail in the coffin of Reefton's uranium-mining ambitions in Namibia.
It also faces some serious questions about its diamond mining in the environmentally sensitive Skeleton Coast Park.
Most damning, the ministerial statement made it clear that Reefton's main geologist and director, Gary Hemming, had failed to do a proper desk study - i.e.
check on old mining reports for this area - before making his sensationalist claims about a new uranium discovery.
"This 'new discovery' was already discovered in the 1970s and is documented in 'The Mineral Resources of Namibia' (1992), a publication of the Geological survey of Namibia," a press release signed by Mines and Energy Minister Errki Nghimtina stated yesterday.
Reefton's share price took a hammering after it announced that its application for a prospecting licence had been turned down, plummeting to US $0.055.
Reefton is listed on the Australian, Canadian (Toronto) and London alternative investment stock exchanges - the so-called 'Penny Stock Exchanges'.
Nghimtina yesterday confirmed that the mining company, which also owns five diamond Exclusive Prospecting Licences (EPLs) on the Skeleton Coast, had in fact broken the law - and then compounded the mistake by announcing it to the rest of the world.
The Perth-based company had applied for seven EPLS for precious stones, semi-precious stones, industrial minerals and base and rare minerals over land situated southeast of Usakos.
The licences were applied for on behalf of its wholly owned Black Range Mining (Pty) Ltd company.
Uranium was not included in these applications, but Reefton seemingly took advantage of the rising demand for nuclear fuel and rising commodity prices - without amending its licence application in terms of Section 73 of the Act - to announce it had made a "major new uranium find."
"The Ministry had noticed a breach of the Minerals Act, when the Company announced on March 18 2005 that it delineated a new uranium occurrence," the statement said.
On the back of its "major discovery" Reefton's share price shot through the roof, trebling in as many days as investors piled in to capitalise on the price of uranium, which had nearly doubled over the last year in response to oil prices breaching the US $50 per barrel level.
But to add insult to injury, Reefton actually went ahead and started drilling in the area for nuclear fuels without notifying the Mining Commissioner, Erasmus Shivolo, as required by Section 53 of the Minerals Act, the Ministry said.
"The above indicated that the Company violated the Act and therefore, in accordance with Section 69 of the Act, the Minister refused the application for amendment of the licence by Reefton Mining NL," the statement concluded.

MME PRESS RELEASE - REASONS FOR REFUSAL OF NUCLEAR FUELS APPLICATION
The Company wishes to advise that it is yet to receive any official
correspondence addressed to it from the Mining Commissioner regarding reasons
for the Ministry of Mines & Energy, Namibia ("MME") refusing the Company's
applications for the inclusion of nuclear fuels within the scope of permitted
exploration activities on the licences covering the Erongo Project (EPLs 2805 -
2811).
The Company has however become aware of a press release issued by the Honourable
E Nghimtina, MP, Minister of Mines and Energy, Namibia that relates to the above
matter. The Company did not receive a copy of the press release until Tuesday
2nd August after a request by our legal representative.
In summary, the MME has alleged that the Company has breached provisions of the
Minerals (Prospecting and Mining) Act, 1992 by exploring for uranium without
legal rights to do so, and undertaking a drilling programme for uranium without
notifying the Mining Commissioner of the MME as required by Section 53 of the
Minerals (Prospecting and Mining) Act, 1992.
In accordance with the terms of EPLs 2805 - 2811, the Company is entitled to
undertake prospecting operations on its licences, and therefore may explore for
the minerals to which the licences relate. On 16 March 2005 the Company
commenced an exploration programme at Erongo.
On 11 March 2005, prior to the commencement of this exploration programme, the
Company advised the Mining Commissioner by facsimile of its intention to
undertake a reverse circulation drilling programme with the prescribed form and
a covering letter. This notification was provided in accordance with Section 53
of the Minerals (Prospecting and Mining) Act, 1992. However, it is correct that
this notification did not specify uranium as a target - no specific minerals
were identified as targets in the notification.
On 16 March 2005, prior to the start of the RC drill programme, the Company used
a geophysical technique of ground truthing radiometrics to delineate potential
paleochannel systems. Ground truthing radiometrics was determined as an
appropriate mapping tool for this purpose as the area being tested was within a
known uranium enriched province and paleochannel systems within the province
were likely to contain some uranium mineralisation which would act as an
effective tracking mineral.
The results of the ground truthing radiometrics were significantly higher than
expected, and focused the Company's attention on uranium as a target in its own
right. This led to:
- lodgement of applications for inclusion of uranium as a permitted
target for exploration on the Erongo licences - submitted 18 March
2005; and
- the Company's ASX announcement of 18 March 2005 entitled "New Uranium
Discovery".
Following this Company announcement, notification to the Mining Commissioner of
the MME of possible low grade uranium within EPL 2811 in accordance with Section
74 (read with Section 41(1)(i)(i)) of the Minerals (Prospecting and Mining) Act,
1992 was given on 7 April 2005.
As to the statement in the press release that the discovery is not new, it is
true that the presence of radiometric anomalies and uranium in the Hakskeen area
had previously been identified, and then published by the Geological Survey of
Namibia. As previously advised by the Company, information it obtained from the
Geological Survey of Namibia on the Hakskeen area lacked the necessary detail to
make it complete and sufficiently definite. The Company's view is that
information obtained in March 2005 significantly enhanced the prospectivity of
the area by validating historical airborne radiometric anomalies and identifying
the location of the enriched paleochannel systems.
The Company will seek an audience with the Minister of Mines & Energy to discuss
these issues at his earliest convenience.

If no broker takes them on the shares will have to bought back by RTM or listed on the ASX .The ADVFN board has some posters who have emailed RTM but no one has recieved a reply as to the future trading on AIM.
