Why Traders Care It's an excellent gauge of future construction activity because obtaining a permit is among the first steps in constructing a new building;

I was questioning for myself order of figures. (one of my dyslexia problems.) L to R or R-L.
But I took it as -12.9% as down on previous month.
Also, then questioning why. I suppose weather!
