Yes, ale was smooth:

I see outlets in Broad St. were surveyed so not surprised with the results.

I phoned the local Trading Standards to find out what the law stated about a pint of beer.

I was told that the head is an integral part of the pint, but it is at the discretion of the customer how big the head is, and if the pub serving the beer will not top the pint up to your requirement then Trading Standards will pay them a visit.
