In the build up to WWII there was considerable anti-semetic behaviour in France, particularly in the south. There are signs of neo-nazism even now in France.

There are far right and Neo-Nazis in the all of the European countries.

Look at many members of the tory, UKIP and BNP in this country.

But they are still a small minority, often rousing a rabble of followers by picking on the whims and emotions of narrow minded, ill informed and often less fortunate and ill educated of society. The groups, which are more open to blind prejudices and a membership which think they belong to a group representative of themselves and their "ideology".

The "leaders" of those "groups" are generally self-interested in their own covert intention, using the rabble to promote and advantage themselves.
