Those providing AID should be directly in control of how the cash is distributed.

The money should be ploughed directly into the educations systems, the provision of clean water, sewerage systems, decent health support systems, provision of basic power, communication and systems and transport systems.

The administration of the funds should be administered directly by the AID providers for a period of 5 or more years and audited accounts would be a necessity before the receivers obtained ongoing grants etc..

Education leads to the liberation and the raising of expectations in the poorer countries, but the cash must circumvent the rotten hands of some those in their governments.

Improvement in humane standards would follow. The less harsh the environment the more socially humane the majority become. (They can afford to be so.)

I think male penguins see a female lying down and think COOOOAAAARRR!!! Hormones into overdrive.

The fact that the female is .. er .. slightly .. um .. (ahem) dead... doesn't seem to bother them. They're only bird-brains so they react in pretty simple ways.

Ergo, the researcher thought that penguins liked necrophilia which really freaked them out. However, the penguins are just reacting to a certain pose of the female. In Antarctica, just about everything is cold on the outside (live and dead alike) so your average male penguin could happily leap on the prone body of a female and not immediately notice that it was dead.
