Fingers crossed holders, this one is around 4.5 Billion dollars in total on the tender, and I do think Leadcom are chasing this one through partners ;) If the new Indian arm of Leadcom comes up trumps on this tender for certain parts of it, then expect EPS far far far ahead of present forecasts ;) Anyone guessing now why insti's were so keen to get in :)

Country to have 45.5 million mobile phone lines in 3 years

Billed as the biggest expansion moves by state owned telecom company, BSNL, the country would have in place 45.5 million GSM and 3-G enabled phone lines over the next three years at an estimated cost of five billion dollars.
Although the total expansion of network is of 60 million lines, the remaining 14.5 million lines has been reserved for public sector ITI, which has a technical tie up with French equipment giant Alcatel a top ranking BSNL official said.
BSNL has opted for two stage bidding system for the tender, which includes planning, engineering, supply, installation and commissioning of the lines.
The country's largest telecom operators called for bids for 45.5 million cellular lines the world's largest such order.
Alcatel, Nokia and Ericsson will get a shot in the arm via their local manufacturing bases and tie-ups. Other players who do not have such bases like Motorola, Nortel and Chinese companies like ZTE and Huawei will have to either set up a local manufacturing base or opt for sub-contracting from an Indian company.
According to the tender for 17.5 million lines which are to be supplied in the first phase the vendor can import the equipment. But for the, the remaining two phases of 14 million each, only locally manufactured equipment will be accepted.
Work on leasing or constructing a factory and procurement of capital goods for manufacturing has to be completed within six months of the issue of order.
The vendors will have to achieve a minimum of at least 30 per cent value addition in indigenously manufactured core equipment.

BSNL to add 45.5 million mobile lines

Mumbai: In the biggest ever expansion of mobile phone networks in India, state-owned BSNL Thursday invited bids for adding 45.5 million lines spread over three years, envisaging an investment of 4.5 billion dollar (Rs 20,000 crore).
The tender is the first step towards BSNL's massive expansion plan of 63.5 million GSM lines, out of which 18 million lines goes towards the PSU quota to ITI (and Alcatel combine) for the west zone.
Out of 45.5 million lines, 25 percent will be third generation mobile (3G services) compatible, and there is a possibility that it could be increased by 50 percent to 63.5 million, AK Sinha, CMD, BSNL said.
The 3G service hinges upon many factors, including the announcement of a spectrum policy. Availability of spectrum will offer BSNL's CellOne users high-speed data, voice and video on their phones.
Sinha said he hopes that clarity on spectrum policy will be there by June this year, paving the way for spectrum release.
SD Saxena, Director, Finance, BSNL said for financing the tender of Rs 20,000 crore, the PSU will borrow Rs 5,000 crore.
