End of share certificate paper holdings?

I heard this mentioned by Declan on the BBC this morning.
Something about the government changing company law so
paper share cert. holding would not continue, in affect only
electronic holding would be possible.

It was raised by another speaker that the whole issue of voting
rights and nominee account holders would need looking into to.
The report though was brief and not comprehensive, no
indication of time scale was mentioned at the time, I would have
thought such a move would take time to bring into affect....

Anyone else heard any more?

It was bound to come Kayak, but the voting situation does need looking
at I feel. Having checked about I can't find anything on it....
I'm sure I was awake when I heard it and not dreaming!
