Par value is the US/Canadian term for nominal value. It is the value that the shares have in the company's books. If there are 1,000,000,000 shares with a par value of 0.00015 then the balance sheet will show 150,000 as being owed to shareholders, no matter what the present value of the share price is. The nominal value of shares itself is normally of no consequence to the investor but the amount on the balance sheet cannot for instance be paid out as dividends and so some companies may choose to reduce it in some cases, although it normally needs court approval. I don't know why it was reduced in this particular case but as it was a flotation it could just be that each share was split into 10 smaller shares in order to provide a share price in the desired range for flotation.
