Strange Price Movements

Can anyone explain why sometimes a share price decreases despite increases in buying activity? This often happens when there are no sells going through. Is this a case of activity being wrongly labelled? Or a policy by the people controlling the stock? Or maybe a lag in the reaction to buys and sells? Any answers please....
