I think Scotland are value at the moment as they are playing well as a team and their prior form is not a valid indicator at the moment.

have nicked 10 points out of the scots, tempted to put in a little lay now below 1.1 - 2-0 up with 25 mins to go but Norway have got all the ball and territory
agree England may take a while to break NI down but it will happen

Incidentally if I had to price England it would be 1.21 so that should give you some idea of the value in the market.
