I have to admit by including in my C+P I was attempting to confabulate unrelated different issues.

(I will sit on the naughty step and drink my coffee.)

However, the major point was the findings:

And as I posted earlier, what was needed was time to allow previous reorganisations to bed down.

That doesn't mean that adjustments, changes and modifications should not occur in response to "failings".

Again although separate from the above this also has a major importance for the NHS:

But as Iposted earlier one of the problems in the “service” is the cost in cash and moral of those working in contact with patients.

(There is a need for agencies, but it should be under the direct management of those in the NHS. (I have witnessed such in action.)

Suggest you look up the "efficacy" of "flu" vaccination in the UK in previous yes.

This one mutated a little too "quickly".

My guess the lesson will be learnt and also some of the "lessons" from Ebola may apply to production, timing and delivery for next year.

Flu is a trivial disease for some, but for many it is a killer.

one thing on which i hope we're all agreed is that just throwing money at NHS will not solve anything for the longer term and probably not even in the short term

I will surprise you there, I agree that money should not be indiscriminately thrown at the NHS.

It needs the fat and thin controllers to sit down and think what the foreseeable goals of the NHS and Welfare systems should be over the next 20 years and which route to get there.

It needs "test" runs of "bright ideas" before costly introductions and then some failures.

It needs a lifting of moral and removal of some of the "competitions" between different groups in the services and acceptance that the goals are the same, the approaches can be different.

Observing from the outside is interesting.

I doubt that the systems can be apolitical, but if a pattern of coalition government does become established is "might" be easier, especially if the pattern is ongoing with a movement to "proportional" representation.

it is very unfortunate and of benefit to no one that NHS has become a complete political football, but it would be very much wishful thinking that it will revert to an apolitical let alone altruistic or even x-party problem to be solved

NHS's conception was based on an ideology which has never been accepted by some.
