Generally when there have been ceasefires in the past, Hamas has tried to stop the various separate groups to keep the peace. Hamas has been under a lot of pressure due to their lack of militance.

There is a longer video of that exchange with Netenyahu. He continues to say he can do what he wants and America won't stop him. He talks about taking as much of the West Bank as he wants and getting rid of the Palestinians. It is all very similar to Hitler talking about countries he will conquer.
He was visting some supporters back in the Clinton days. He was aware of the camera earlier on. He had thought that the camera had then been switched off. I think there was some comment from him or one of his aids about switching the camera off. The whole video starts quite a bit earlier and continues for longer. The video was shown at the time on an Israeli TV channel including the bits that are embarassing.
