The UK and other countries were paddling like mad underwater. Like many other countries.

Britain under Conservative leadership of Baldwin and Chamberlain had not prepared for the defence of the UK and were in varying degrees to postpone war and prepare the forces etc.

They were failing and were distant and didn't realise what they were dealing with Hitler and his "Nationalistic" followers.

Another period of out of touch government by the "elite".

I think the 5-6 year prior to the period suggested was more formative. I have no wish to deny it. But, at the least I can say I enjoyed it and don't feel cheated!
