Will this increase or decrease the likelihood of terrorist actions in America, Europe and the rest of the world?

I don't see Iran being any more likely to use a nuclear weapon than Israel. It just suits Israel to cry wolf all the time.

Gausie, Iran has signed the non-proliferation treaty so they oppose nuclear development anywhere in the world.
There's no doubt that the president of Iran and others including the leader are stupid, but I think you are making too much negative assumptions about the country's behavior. They did not attack any country over the last 100 years, that need a bit of respect IMO,

I think it is you that is naive,. It is really only Israel that is jumping up and down about Iran's nuclear ambitions. Only Israel is discussing attacking Iran. Saying that, there seem to be plenty of people within Israel who are less worried about Iran. The reaction by Israel is all too familiar. If there is something that Israel doesn't like then they think that they can resort to aggression. Fortunately, Israel is becoming more isolated. I think it suits Israel to have their allies, and in particular the US, believe that they are in imminent danger from Iran. I think that you will find that my views have more support than you think, even in Israel and certainly in the EU and the US.

You weren't born before the end of WW2.
Britain was fighting for its own survival against Hitler, not out generosity of its leaders' hearts.
Luckily for other European countries, that USA eventually joined in and the rest of the Empire did not "disown" its relationships with the UK, etc..
