OPEC and Saudi are playing a long game. A number of high cost producers have cut back but there is still an over supply. OPEC wants to maintain their market share and will not cut back production causing the price to rise. Customers will switch to lower cost producers and the higher price will give an incentive for those struggling to increase production again. OPEC seems to be calculating that production may fall in a year's time giving slightly higher prices, but seriously higher prices are probably at least a couple of years away.

categorically aramco has stopped fracking since the beginning of november and will not re-commence until january or even february by the time everything is mobilised
however, existing wells can still keep pumping
