i should have added, that there are always plenty of police around mainline stations and in the reeperbahn and similar places of dubious repute, and even more so on NY eve ..... so again, how come not a single arrest?

These were not all places of dubious repute , and so what , are you going to say that women shouldn't walk around in Amsterdam City Centre at night either ? these places are full of people out having a good time ..
