International Criminal Court opens investigation into war crimes against Palestinians

The move comes after Palestinians formally joined the ICC earlier this month, a move condemned by Israel and the US

The International Criminal Court's prosecutor on Friday opened a preliminary probe into possible war crimes committed against Palestinians, including during last year's Gaza war.

Fatou Bensouda said her office would conduct its "analysis in full independence and impartiality".

Her decision comes after Palestinians formally joined the ICC earlier this month allowing it to lodge war crimes and crimes against humanity complaints against Israel as of April.

At the same time, the Palestinians also recognised the ICC's jurisdiction retroactively, to cover the period during last summer's war in Gaza that killed nearly 2,200 Palestinians and 73 Israelis.

"A preliminary examination is not an investigation but a process of examining the information available in order to reach a fully informed determination on whether there is a reasonable basis to proceed with a (full) investigation," Ms Bensouda said.

Around 10 pm Friday, Ship to Gaza's trawler Marianne of Gothenburg left the port of Messina at the east coast of Sicilia and sailed out on to the Ionian sea through the strait of Messina.

During the coming week Marianne will meet up with the other boats who are part of Freedom Flottila III. Together they will try to break the illegal blockade on Gaza through a peaceful non-violent action. The short stop in Messina was an intensive one with meetings with peace activists and a press conference at the city hall with the mayor of Messina, the famous corruption fighter enemy Renato Accorinti.

The level of Foreign Direct Investment (FDI) in Israel dropped a dramatic 46% between 2013 and 2014, according to the 25th World Investment Report, released Wednesday by the United Nations Conference on Trade and Development (UNCTAD).

The drop from $11.8b to $6.4b brought Israel to its lowest level of FDI since 2010. The 46% decrease was significantly larger than the general 16% drop in global FDI that year, and the 28% drop in FDI to developing countries.

Globally, the UN report said, the decline in FDI came from the "fragility of the global economy, policy uncertainty for investors and elevated geopolitical risks."

FDI is considered a crucial element for increasing productivity and output. Israel's productivity is notoriously low, and is often cited as a factor behind high levels of poverty and even inequality.

"With the increase in the labor force participation rate likely to level off and unemployment already at record lows, future employment growth will likely slow to the rate of working age population—some 1½ percent," the International Monetary Fund wrote in its annual article IV consultation Wednesday. "If productivity does not pick up, GDP growth will slow accordingly."

THE HAGUE - The Palestinian Authority made its first submission of evidence of alleged Israeli war crimes to the International Criminal Court on Thursday, trying to speed up an ICC inquiry into abuses committed during last year's Gaza conflict.

The move may leave Israel in a quandary since it must decide whether to cooperate with the ICC investigation or find itself isolated as one of a very few countries that have declined to work with its prosecutors.

Israel denies allegations of war crimes by its forces during the 2014 Gaza war and accuses Islamist terrorists who control the Gaza Strip of atrocities in firing thousands of rockets at Israeli population centers.

Standing outside the ICC after meeting the court's chief prosecutor Fatou Bensouda, Palestinian Foreign Minister Riyad al-Maliki said he had submitted dossiers on the Gaza conflict, Israeli settlements on land where Palestinians seek a state, and treatment of Palestinian prisoners held by Israel.

"Palestine is a test for the credibility of international mechanisms ... a test the world cannot afford to fail. Palestine has decided to seek justice, not vengeance," Maliki said.

A cease-fire in August ended 50 days of fighting between Hamas in Gaza and Israel in which health officials said more than 2,100 Palestinians, mostly civilians, were killed. Israel put the number of its dead at 67 soldiers and six civilians.
