So does 14p on wine deter the average yob?
Of course not.

Does additional road-tax save the planet, of course not - it does mean that those using their cars less are finding the Road-tax is greater, thereby encouraging car-use. Look at the M25 everyday to see wasted journeys - with folk living in the north visiting businesses in the south (and vice verse) - yet there is no public-transport equivalent. Trying to get yoursself from north London to the South involves changes of station (and stairs amid the most congested stations in London.), it's enough to make you buy a car!
When the M25 was built - where was the rial-link?
