How can I short stocks below 5m market cap

Have been watching the markets carfeully and have seen many very small caps gain on nothing more than fresh air. No CFD providers or Spread betters, that I can find, give the facility to short small caps. I know some of you in here do short these stocks so any clues as to where I could enquire about an account opening.

PS I used to be a taxman but no longer, now like to trade tax free but dont tell my old boss Gordon Brown. Out of interest a number of traders were actually taxed trading spread bets if they also traded cash and/or cfds
