sticky - i've said it lots of times, but i'll say it again ..... it doesn't matter (too) much what methodology or formula is used, so long as it is not forever being tinkered with ..... however, once a formula has been in place for at least a year, a fair trend is apparent, even if you don't like the result shown

if the system you are now suggestingwas to be used, i'm perfectly sure that it would have just as many shortcomings as the current one ..... which i think has been in place now for a good number of years -ie certainly during the previous regime

7.Kids going to school not having had a breakfast

supermarkets do not represent good value for many food products
most mothers (families) i am sorry to say, haven't a clue on how to make very nourishing meals from exceedingly cheap ingredients - eg lamb breast; ham hock; beef cheeks; chicken carcasses; pulses
supermarkets, except i suspect north of watford, do not sell the cheaper/cheapest cuts ..... a proper butcher (or market stall) almost certainly would especially if requested

Not bad, but should do better.

"Kids going to school not having had a breakfast" - I would take issue with the parents about that. There are far too many young parents, hardly out of nappies themselves, who don't have a clue how to bring up children and look after them properly.

Some parents even duck their responsibilities while they go skiing by sending their kids to boarding schools.

Probably the lucky ones to escape inept parenting!

Charity shops increasing is due to the general contraction of retail. Charity pay nothing for their staff and the goods they sell. They pay a special low level of rates. They are a scourge on the high street and distort the market. They take empty shops and can afford the rent as their other outgoings are almost nil. This stops landlords from lowering rents to market levels. They should either ban them or make them pay full rates.

The other items on the list are because we have been in a recession and Labour are to blame for it being so bad.

Strange that I thought their had been a world wide recession.
