no it's not ..... the gov't is absolutely right to take its time to draft a much more sensible "uk bill of rights" than that currently thrust upon us along with some loony judgments emanating from europe
this is an exceedingly complex piece of legislation that will quite rightly be widely, deeply and properly debated, and i'm sure will require some amendments regardless of the care taken .... and nothing wrong with that either

That is why it is not in Queen's speech.

What is going to happen is that the timetable for the Bill will allow longer to consider the details. I guess they have pushed it back slightly due to some opposition from members of the Conservative party. They won't want to deal with any minor rebellions too early in the Parliament.

That is the point. Our courts will have primacy. The provisions will be virtually the same. We had a convention for human rights as far back as 60 years ago. The Human Rights Act in 1998 made very little changes except to give primacy to the EU court.
