in the meaning of current parlance, surely and "economic migrant" is one who migrates without the proper wherewithal to live and work without reliance on state subsidies or benefits
someone who migrates because Country X offers better climate or ambience or similar and is not and will not be a burden on that country's welfare system is a different matter altogether
