Regal Petroleum (RPT)

Regal Petroleum started trading on AIM recently. With the help of London broker
Evolution Beeson Gregory; Regal raised 10 million valuing the company at
34million.

Regal is raised the money to increase production in the so-called Chernihiv
field in Ukraine. Regal currently has a 75/25 joint venture with Chernihiv a
state owned exploration company and drilling enterprise. The Chernihiv field is
situated in the most prolific gas and condensate region of the Ukraine, the
Dneiper-Donets Basin. This Basin currently produces 90 per cent of Ukraine’s
gas and condensate. An independent report estimates that the Chernihiv field
has a total of proven and probable reserves of approximately 905bn cubic feet
of gas and 51.52 million barrels of condensate.

Over the years 18 exploratory wells have been drilled. Of these wells 12 have
been flow tested and demonstrated that commercial quantities of gas can be
produced.Regal says that a work over of the Mex- 3 well last July meant the
group commenced commercial production in August 2002. To increase production
rapidly Regal plans to drill more wells and work over old ones. It hopes to
have three wells in production by the end of 2003.

I recently purchased some Regal shares, as there is a VERY bullish statement
and price target set by the house broker.

I consider Regal to be a medium to high risk stock, with a good chance of a
decent return in the medium term.

I do feel they are worth a bit of a punt, but with risk money only.

Shares Mag have a "buy" recommendation in tody's edition, although I haven't had time to read the article yet.

Regal are on the move again, and with their recent drill and export news, could be due for a rerating once they start to export from the Ukraine.

Regal is the FIRST non Ukranian company to be given an export licence by the Uktranian government!

Many thanks indeed!

I honestly think Regal may be worth watching, and once they begin to export gas, with the 50% higher price, they could well be worthy of consideration.

In particular, I like the fact that they sell cash on delivery within the Ukraine, so no bad debt problems!

Regal are also debt free, with a decent balance in the bank.

Regal have been on the aquisition trail, and have bought into a company with producing oil wells in the Agean Sea!

LONDON (AFX) - Regal Petroleum PLC said it has signed heads of agreement to
buy a 90 pct stake in Eurotech Services SA with the issue of up to 5 mln shares,
giving Regal a 60.3 pct holding in Kavala Oil SA.

Eurotech is a private company based in Greece, which owns 67 pct of Kavala.
The deal means Regal will indirectly own 60.3 pct of Kavala.
Kavala is a private company with assets which comprise a producing oil
project in the North Agean Sea. As part of the deal, Regal will provide Kavala
with a 30 mln usd loan facility to develop its oil fields and increase
production.

Kavala has the exclusive right to develop three oilfields with proven oil
reserves known as Prinos, Prinos North and Epsilon and one exploration and
development field known as Kallirachi. It also has the exclusive right to use
and operate a state owned oil facility capable of producing 40,000 barrels of
oil per day including all production, processing, loading and transport
infrastructure.

The agreement gives Regal the exclusive right to proceed with the proposed
acquisition until Sept 30.

Regal is proposing to appoint chief executive Guenter Nolte and finance
director Glenn Featherby to the board of Kavala, while Nikolaos Loutsigkas,
president and managing director of Kavala, will be appointed to the board of
Regal.

Sorry I don't follow Dana, so have no views.

I theory a consolidation shouldn't effect the price as the fundementals remain the same, it's an excercise to make the share more attractive to institutions, who don't like to deal in "penny shares".

I have checked out a Dana thread on another BB, and the resident posters seem happy enough (although that is common of most threads on finacial BB's, so shouldn't read too much into that) an there is apparently an AGM at the end of the month.

I have started a Dana thread, so let's see if people post comments on there to help you.

I feel RPT have considerable growth potential, and that's without anything they may fiond in Romania, which, after all, is frank Timis' home ground, so I am reasonably confident there too.

I'm pleased this seems to have been missed by the market, and hopefully I can build a bigger stake before any rerating.

Another nice tick up on Regal again today, on an otherwise red day for the market as a whole.

RPTare now approaching their all time high again, and could be worth watching closely for signs of a breakout.

Don't forget Regal are a producer of gas and oil, and only consider proven exploration projects, have cash in the bank, and no debts.

UKRAINE EXPORT PIPELINE COMPLETED AND CONNECTED


The Board of Directors are pleased to announce that a 13.2 km export pipeline
constructed by Regal, connecting the company's gas processing plant in Ukraine
to the International export trunk line to Western Europe, has been completed and
connected.

All Ukraine government approvals have been obtained and the company's existing
gas production is now being transported through the new pipeline which has a
capacity of 4 million cubic meters of gas per day.

Completion of the pipeline is the culmination of Regal's plan to be independent
of the State owned infrastructure. The company now operates it's own gas and
condensate wells, gas processing plant and pipelines.

Executive Chairman Frank Timis said:

'Completion of the pipeline is a major achievement for Regal as it will

The directors are pleased to announce that Kavala Oil S.A. ('Kavala') has
commenced drilling of an exploration well at the Kallarachi exploration field.
Based on an independent opinion by consultants Troy Ikoda, the field is expected to contain up to 227 million barrels of recoverable oil.

The well is scheduled to be drilled to its target depth of 2,500 metres by 31
January 2004 and is budgeted to cost US$8.5 million. The cost of drilling is
being funded by the US$30 million credit facility provided by Regal to Kavala.

Kavala is a private company incorporated in Greece in which Regal has an
indirect 57.69 per cent. interest.

Regal Petroleum ('Regal') is pleased to announce that it has signed heads of
agreement to acquire, subject to Egyptian government approval, LK Exploration
N.V.'s ('LKE') interest in certain petroleum exploration and production rights
in the East Ras Budran Area, Gulf of Suez, Egypt.

The property contains four large prospects identified following the evaluation
of existing data. The prospects have the potential for significant oil reserves.
An independent study will be completed in due course.

The concession area is in one of the most prolific petroleum provinces in the
world. Surrounding oil fields nearby include Ras Budran, October, Abu Rudeis,
Belayim Onshore and Belayim Offshore, which range from 270 million barrels to
over 1 billion barrels of recoverable reserves.

During the first three years of the concession period, Regal has a commitment to
spend $4million during the exploration stage.

Yes I agree, and Regal are really putting themselves on the map now.

One small concerns may be the words "subject to Egyptian govt approval", as any CEY holder will tell you!

However, assuming the Egyptians will be as keen as anyone to extract their resources, I'm sure Regal will be able to conclude such a deal.

A comment from today's Independent;

Profit-taking left Regal Petroleum 19.5p lower at 411.5p. Nevertheless, the explorer boasted that it had been awarded production licences for gas fields in the Ukraine. The most recent gossip surrounding the stock has been of a positive update before the end of the summer from Regal's operations in Greece. Bulls of the stock are also excited about the prospects for the company's Romanian gas assets, a statement about which is also expected soon from the company.

I held RPT last year, and am thinking about reinvesting once again, as there does seem to be a tranche of possibly good news on the horizon, alkthough some may already be priced in.

Whoops, sorry about that. There was an article in the Times yesterday which said that Frank Timis (the big Boss at Regal) has delayed making any drilling announcements for another two months - he wouldn't say why.
I also own shares in this company and so am a bit nervous with all the delays. Hope I'm wrong.

I'm in two minds whether to sell my remaining shares in this company. They announced mixed news on Monday: they've made a 'significant discovery' in their Romanian gas fields but are producing substantially less oil in their Greek oil feeds than they hoped due to continuing technical problems.
If I do sell I would probably add to my holdings in MOI. What about you, bowman? Are you going to hold or fold?

You could be right regarding a buying opportunity. However, there's only one problem - due to the stock markets performance over the last few weeks my portfolio has taken a right battering.

Most of my holdings are in AIM companies and all I can see on my stock screen is RED! I've not been at this game long and the way things are going I won't be in it much longer!!!

"The Kallirachi field in Greece contained the majority of the value in the company." When the original discovery was made in January 2004, Regal said it could contain 1B barrels of oil in place, "ie the same size as Cairn's (CNE.LN) Mangala field in India." Mangala tested at 10,000 b/d of oil, Kallirachi has just tested at 30 b/d. "Regal's credibility will take a significant hit on the back of this," he adds. Hi, Just for the record, I do not hold a position on RPT but might soon. I think this will go up once calm returns. It will go up big style. Do you really think institutions will loose the money just like that??? They will play all hardcore tricks to get their money back, that is going long or getting rumors going. Wait and see. Remember that RPT still producing oil (a bit less) but nevertheless. Just remember HNR and PCI once they got going, PCI producing but much less and HNR only exploring at moment. Just follow the RPT for the time being. xm

LONDON (AFX) - Regal Petroleum PLC, which yesterday saw its shares plunge after announcing that tests on a drill site in Greece have shown the site to be non-commercial, said it is now in discussions to appoint a new managing director of its operations in Greece.

The board also announced today that it has undertaken to split the role of chairman and chief executive officer currently held by Frank Timis. Timis will step down as chief executive officer and retain the position of executive chairman.

The group also said that non-executive director Professor Christopher Green has agreed to become executive director responsible for exploration and fellow non-executive Dr Rex Gaisford has agreed to become executive director responsible for production.

Both appointments are effective immediately.

The board said the new managing director in Greece will assess the production operations at Kavala and report to the board in due course.

In addition, the new executive directors will oversee the evaluation of existing data for the Prinos Basin as a whole, including the Greater Kallirachi area. This process is expected to take six to nine months and only once that process has been completed will any decisions be taken with regard to further exploration drilling in the Greater Kallirachi and Prinos Basin areas.

Overall, the board said it believes that the quality of the company's assets, all of which are located in proven hydrocarbon regions, will underpin future growth.

The company said it is committed to increasing production and cash flow in order to finance an increasing proportion of its exploration costs from self generated cash.

Been looking around the recent RPT news, on which so much appears to have depended. Looks like another PCI job - small cap oil co. getting hammered on bad news. So much for that.

Unfortunately, and similarly to PCI, they've badly handled both the hype and the release of info. It seems also that they are now following the "age-old" strategy of replacing the CEO with "names".

I'm afraid I've better places for my long term money!

"As many as six oil exploration companies are poised to join the Alternative Investment Market, despite the shockwaves sent through the sector last week by Regal Petroleum's devastating drilling news.

A corporate financier working on one of the flotations said: "It's not exactly a great time to be trying to raise money for an oil company, but it's a bit too early to tell just how much damage Regal has done to the sector. The Regal issues are very particular to Regal and hopefully we will be able to get that message across."

Some of the new names mentioned in the piece, Wham Energy? Hmmm, would that be run by Andrew Ridgely and here's another one, Borders & Southern Petroleum. Lot of oil in the south of Scotland then?? ;-)

Now there's an understatement if ever I heard one. From supposedly having 1bnbbl OIP to test results of ..... 30bopd.

Good program on BBC1 just now, showed the Archie Gemmell goal against Holland. Thinking back to 1978, we were on the march with Ally's army! Just like RPT were going to extract 1bn in Greece!

Regal mulls sale of Ukrainian assets to mollify investors

Regal Petroleum, the beleaguered oil and gas company, is understood to be considering a sale of its Ukrainian assets and returning part of the proceeds to shareholders.

A sale could mollify angry investors who have suffered heavy losses. Eleven days ago the shares dived by 60 per cent to 100p after Regal was forced to admit that its main prospect in Greece had failed to yield commercial quantities of oil. The admission came just three weeks after Regal raised 45m in a placing at 390p a share.

Frank Timis, who founded Regal, has already quit as chief executive. He remains as executive chairman.

Some analysts estimate that selling the Ukrainian assets could raise more than 100m. It is understood that a sale is being discussed with shareholders although not all are believed to be in favour of such a plan.

A final decision will depend on the results of an audit of the Ukrainian reserves being carried out by Ryder Scott, the respected industry consultants. The results are likely to be announced on Tuesday alongside Regal's full-year figures. The company is expected to announce a loss for the full year of over 5m.

The results and statement tomorrow should clear up matters a lot more.

On the one hand, there is talk that this company is a scam, run by a drug crazed conman, designed to fleece investors of millions of pounds on a company which owns a few hectares of mud, some dry, and some full of seawater.

On the other hand, the reaction to one rig drilling in the wrong place has enabled investors a chance to pick up shares in a company which are so absurdly cheap, its akin to buying the FTSE at 1000 now.

As always, I suspect that the truth lies somewhere in the middle, and that Regal is nowhere near as asset rich as the bulls portend, and nowhere near as poor as the shorters and Prufock's of this world allege.

On that basis, buying at around 1 gives more upside than downside imo.

2 points about the results strike me.

Firstly, cash balances are higher than expected; secondly, many expected their Greek assets to be zero; this is not the case.

It is unusual to see such a large proportion of their losses made up by hedging at $30/barrel.

I believe this set of results is enough to calm the market, if not to see dramatic gains, and the real news will be in the independent assessors different reports of their assets in Ukraine, Greece, Egypt and Romania, all of which are due out anytime between now and the end of the summer.

Well he did the company onto AIM, and raise cash, at a very difficult time for companies to do so, so let's not wash over his achievements altogether.

Was the dry well his fault? Who knows?

What will be of more concern is when RPT knew about the problems with the well, ie before or after the recent 3.90 placing!

Regal is a shell of what it was two months ago, and may well sell it's Ukranian assets to gain some capital, but the ship is still afloat, and a new gas strike in Romania offers some hope for the future.

I haven't held for some time, but once the dust has settled, there MAY be an opportunity here, we shall see.

THE future of Regal Petroleum was looking increasingly bleak today after another boardroom convulsion saw the naming of a 65-year-old veteran as its new chief executive

But the appointment of Rex Gaisford, who joined the company as a part-time director less than six weeks ago and who has a full-time job elsewhere, has opened up gaping wounds at the company and prompted the resignation of its senior non-executive in protest.

Shares in the group - worth more than 500p each in March - plunged a further 7p today to close at a new low of 57p, which is below the 2002 float price.

Bill Humphries, the non-exec who this week engineered the departure of Regal founder Frank Timis, walked out last night amid recriminations that the company's credibility has been shattered. Humphries, the last of the board members who floated the company, refused to comment.

But friends of his said he is leaving with his head held high. 'Bill told his fellow directors that the company was being irretrievably damaged,' said one.

'He told them he could only stay if certain conditions were met, including a full independent review of the company to find out how the money was being spent and to find out first and foremost where they stood. That unfortunately met with resistance from the executives and, with a heavy heart, Bill has left.'

A Regal spokesman said: 'Bill Humphries wanted to become executive chairman but there was a conflict of styles.' Gaisford and finance director Roger Phillips are trying to recruit a chairman, a production director to oversee Regal's wells in the Ukraine and off Greece and an exploration chief to oversee assets in Romania and Egypt. The company also needs to find other non-executives to go alongside the only one remaining, Lord St John of Bletso.

Gaisford, who is currently executive chairman of his own online recruitment firm RCM, joined Regal as a non-executive on 1 May. He had been promoted to production director within three weeks. Former Shell geophysicist Christopher Green quit last month after just five days as Regal's exploration director.

A "Dads' Army" team of former Amerada Hess executives is now reigning at Regal Petroleum, the troubled oil company, after two fresh appointments yesterday.

Aim-listed Regal is in crisis after a series of boardroom resignations, including its chief Frank Timis, were prompted by the news that a key well in its Greek field was "non-commercial".

Sir Peter Heap, 70, was yesterday appointed as interim non-executive chairman, while Richard Hardman, 69, becomes exploration director. Sir Peter worked as a consultant to Amerada for 10 years, while Mr Hardman worked there for 18 years.

They join new chief executive Rex Gaisford, 65, former head of production at Amerada for 12 years, and finance director Roger Phillips, 49, a former financial controller at Amerada for 19 years.

Only Lord St John of Bletso, 48, a non-executive director, has never worked for Amerada.

One industry analyst said: "It's like Dad's Army - but they are very experienced and they have worked for Amerada for 50 years between them." Regal's shares, which have lost more than 80pc of their value in recent weeks, closed up 7 at 67p.

Mr Gaisford was appointed last week to replace Mr Timis who gave into boardroom pressure and quit on June 7.

It emerged yesterday Mr Timis has not cut all his links with Regal. A spokesman said: "His only involvement will be as a shareholder and he will come up with oil and gas opportunities which will be judged by the board."

Agree with the above being viewed as positive by the market, RPT has done well since the news came out. I wouldnt have thought the ex Amerada guys would have took on this unless they were confident of being able to turn RPT around. However, I still have some doubts myself. What if all the bad news isnt all out in the open yet and will the institutions that Evo brought on board simply sell off into any strength? As such, I didnt take a position but am watching this one from the sidelines.

I wonder wheter they will ask the institutions to stay onside for a while to give them a chance to turn it around?

Got to say, and Im sure you will agree that these guys coming into RPT have got a wealth of experience which is a big bull point for me. You wouldnt get to where these guys have got with other companies without being succesful.

You make a good point about clearing the decks as soon as possible, which is what I hope they do and is why I am watching from the sidelines. It will be interesting to watch how the insts play this over the coming months, it seems from the RNS's over the last few days that Merrills and Fidelity have reduced slightly.

What Im sort of thinking here is that it might be best to wait a while and see what unfolds rather than diving in. However, those who were brave enough have been rewarded for taking the chance. Think Id rather miss any initial surge to let the dust settle before taking a position, if I do. But yes a S/B over the last few days would have been a nice end to the week, but at least oils hitting new highs, $58.47.

Well I agree with you that the previous directors have little credibility, but the incoming guys have masses of experience, and (IMHO) credibility, hence their arrival.

Clearly the name Regal Petroleum is tainted for now, but surely they themselves deserve a chance to prove themselves?

The mysterious Swedish investor behind Peak Resources, the company which has the right to buy the best assets of Regal Petroleum, will fly to London this week for crunch talks with the oil and gas company's management.

Hans Troedsson is expected to meet with Rex Gaisford, the new chief executive of Regal, to try and reach an agreement about the status of the company's Ukrainian assets.

Frank Timis, Regal's controversial founder and major shareholder, signed a call option that would allow Peak to buy the assets, the only profitable part of Regal's business, at a knockdown price of $1.50 a barrel or $290m (167m) on current reserves estimates.

Timis, however, had failed to inform Regal's board of the deal. The agreement was signed on May 4, just days after Regal completed a rights issue and a month before it announced its main drilling prospect in Greece was non-commercial. The news, which sent shares in Regal plummeting, led to Timis's departure.

The Sunday Telegraph has also learnt that Peak approached Regal earlier this year about buying a stake in the company but the talks foundered.

Striking workers seize Regal oil field

Regal Petroleum has appealed to the Greek Government for help after striking workers seized control of its tiny oil field north of Thessalonica.

The struggling Aim-listed oil explorer said yesterday it had issued instructions to halt operations but the 230 workers, in dispute over a cost cutting package, have ignored the order and are preventing managers from entering the field.

Rex Gaisford, chief executive, said: "We are concerned about the safety of the operations and the Greek Government is supporting us but it is difficult when we can't get access to the plant."

The latest drama in what has developed into a Greek tragedy means Regal has had to mothball plans to raise production and make the operation profitable and yesterday told the market it will fail to meet output and financial forecasts.

Regal has lurched from crisis to crisis since its shares, listed at 60p three years ago, peaked at 509p in March. In May the shares went into free fall, plummeting to 73p after the company cut Greek oil reserves by 70pc to 24m barrels and Frank Timis, chairman, chief executive and founder, was ousted after secretly negotiating a deal to sell the company's Ukrainian assets.

The shares, after staging a mini-recovery last month, dropped another 32p to 174p yesterday as the attempts by a new management team, headed by Mr Gaisford, an Amerada Hess veteran, to overhaul the troublesome Greek operations ground to a halt.

Regal's plans to halve the workforce and reform working practices unchanged since the 1970s formed part of a plan to more than double production from an unprofitable 1,600 barrels a day to 3,500 by the end of the year.

"The current working practices are like walking through a living museum," said Mr Gaisford.

Last year Regal spent $60m (33m) trying to boost reserves and is holding out to Greek ministers the prospect of investing another $160m-$170m in the Kavala Oil complex and other potential onshore and offshore exploration opportunities if it gets agreement to work reforms.

The Greek government, which owns the installations, has a business as well as political stake in the outcome.

Mr Gaisford says: "I am hopeful that there will be continuing value in the operations for Regal and its shareholders as well as the Greek nation."

The company hopes to complete a review of Greek and Ukraine oil and gas reserves by the end of the month. It is negotiating a revised package for the sale of the Ukrainian assets to Hong Kong-based Peak Resources after rejecting an initial $300m offer made to Mr Timis.

Ukrainian Update

Further to the announcement dated 11 November 2005 regarding the legal challenge
brought by Chernihivnaftogasgeologia ('CNGG') against the Ministry of
Environmental Protection ('MEP') with respect to the validity of Regal's
production licences in the Ukraine, Regal has appealed such ruling to the Kiev
Court of Appeal but such appeal has been unsuccessful.

CNGG brought the legal action against its own parent organisation, the MEP,
claiming that the correct procedures were not followed in the awarding of two
production licences to Regal in July 2004.

On 11 November 2005, at the initial hearing of such action, the Kiev City
Commercial Court upheld CNGG's claim.

Regal lodged an appeal to the Kiev Court of Appeal contesting the earlier
ruling. The result of this appeal was delivered earlier today when the Court
dismissed Regal's appeal.

Regal is awaiting written details of such decision but has already launched a
further appeal to the Supreme Administrative Court of Ukraine to establish the

Regal Petroleum loses appeal against CNGG over Ukraine production licences

LONDON (AFX) - Regal Petroleum PLC says the Kiev Court of Appeal has
rejected its appeal against a lower court ruling upholding a complaint by
Chernihivnaftogasgeologia (CNGG) against the Ministry of Environmental
Protection relating to the validity of Regal's production licences in Ukraine.
In a statement, Regal said it is awaiting written details of the decision
but has already launched a further appeal to the Supreme Administrative Court of
Ukraine.
The company continues to be advised by its legal counsel in Ukraine that the
licences were awarded in accordance with applicable rules, standards and
legislation of Ukraine.
CNGG brought the legal action against its own parent organisation, the MEP,
claiming that the correct procedures were not followed in the awarding of two
production licences to Regal in July 2004.

I honestly think Regal may be worth watching, and once they begin to export gas, with the 50% higher price, they could well be worthy of consideration.

In particular, I like the fact that they sell cash on delivery within the Ukraine, so no bad debt problems!

Regal are also debt free, with a decent balance in the bank.

Ukraine Operations


The Directors of Regal are pleased to announce, that following the successful
connection of the recently completed MEX102 well, production of gas and
condensate has increased from 244,000m3 to in excess of 830,000m3 of gas
equivalent per day.


In addition, the Directors are pleased to announce the appointment of Dr Luis F
Quintero as the Managing Director of Ukraine Operations, effective as of 18
April 2004.


The drilling of production well MEX102 was completed in mid March 2004 and
connected to the gas plant on 26 April 2004, following the installation of
infrastructure and testing. The flow from MEX102 has greatly exceeded
expectations having tested to 143,000m3/day gas and 232m3/day condensate on 9mm
choke. MEX102 was originally expected to have a daily production of circa
175,000m3 gas and 25m3 of condensate per day.


Regal now has four wells connected to the new gas plant: MEX3 and GOL1 (both
work-over wells), together with GOL2 (a former exploration well completed by
Regal as a production well) and MEX102 (a new well drilled by Regal). A further
work-over well SV10 has been completed and awaits connection to the plant.


Daily production from the field has increased substantially from an average of
244,000m3 gas equivalent to an average of 830,000m3 gas equivalent.


The separation and heating system of the treatment plant is currently working to
maximum capacity due to the unexpectedly high condensate flow from MEX102.
Modifications to the separation and heating systems and storage facilities in
order to increase the capacity of the plant have commenced so as to enable full
processing for production from all wells including SV10. Management are
confident that these modifications will be completed in approximately two months
and will result in a substantial increase in production.


The new Managing Director of Ukraine Operations, Dr Quintero, previously worked
for Petroleos de Venezuela (PDVSA) and Schlumberger in more than 18 countries
since 1984, covering a wide spectrum of the oil and gas industry. Dr Quintero
started his career in the fields of India as a wireline engineer, and went on to
positions in petrophysics, reservoir engineering, production engineering, field
development planning, project administration, financial analysis, asset
evaluation, business development and production enhancement. Dr Quintero worked
in the former Soviet Union, Eastern Europe, and the Middle East, and is very
familiar with the technology and operating practices in these areas. He was
Society of Petrophysicists and Well Log Analysts (SPWLA) regional director for
Europe, and has been a member of its technology committee for the past five
years. He is also the former production enhancement director for Pertamina. Dr
Quintero obtained a bachelor's degree from Universidad Simon Bolivar in
Venezuela, and a MSc and Phd in Petroleum Engineering from Louisiana State
University, in the USA.


Commenting of the Ukraine, Frank Timis, Chairman of Regal, said:

City probe into Regal Petroleum
AN investigation has started at the London Stock Exchange (LSE) into allegations that Regal Petroleum, the embattled oil company, misled the market over oil discoveries in Greece, writes Louise Armitstead.

The probe was prompted by revelations in The Sunday Times that Regal was told its crucial Greek oil well was dry just weeks before it raised 37m from City investors.

The exchange has primary responsibility for the regulation of the Alternative Investment Market, where Regal has been listed since September 2002. The senior City watchdog, the Financial Services Authority, is also looking into the matter. The LSE declined to comment.

A senior oil consultant who tested the Kallirachi 1 well said he told Regal management in January 2004 that the well was not commercial.

Regal insisted: We stand by the findings in the exploration drilling report on the Kallirachi 1 well. The announcements made at the time were from advice from professionally technically qualified advisers.

But the experts have distanced themselves from Regal.

LONDON (AFX) - Regal Petroleum PLC said it will shut the Mekhediviska-Golotvschinska and Svyrydivske gas and condensate fields in Ukraine after losing in a legal battle with former joint venture partner Chernihivnaftogasgeology (CNGG).

The Supreme Administrative Court of Ukraine on May 5 dismissed Regal's appeal over a case filed by CNGG questioning the award of the production licenses for the fields.

The Kiev City Commercial Court upheld CNGG's claim in November last year.

'Regal is currently awaiting written details of this decision and will then

launch a further appeal to the Supreme Court of Ukraine,' said the company in a statement.

'In the meantime, as a result of the decision of the Supreme Administrative Court of Ukraine, Regal has shut down production operations at its GOL/MEX and SV fields in Ukraine,' it added.

Regal said plans for the fields will depend on the outcome of the appeal.

Further, a final appeal lodged by CNGG on a legal action favouring Regal was dismissed by the Supreme Court.

CNGG was appealing a court decision awarding Regal the assets of a dissolved joint venture with CNGG.

The assets consisted of six wells, a gas processing facility with a capacity of 1 mln cubic metres per day, and a 13.2-kilometre pipeline connecting the gas plant to the main Kursk-Kiev export trunk pipeline.

The court ordered that compensation be given to CNGG for its share of the joint venture assets.

Can anyone confirm whether RPT is still producing from its remaining Greek interests? At the time of reporting its interims to end of June 2005 (and no, they haven't found the time to issue any results since!) they were producing 1,900 bbl/day from their Greek wells, but that was back in September and production seemed to be in decline.

They are also supposed to be drilling in Egypt (should have started in Q1 2006) and to have a 25% interest in a JV in Liberia.

The website is, as one might imagine, more like a bombsite at the moment. Does anyone have any info?

Regal, whose dry well at Kallirachi in Greece knocked its shares from 500p in 2005 to 34.5p last year, has been attracting attention because of its assets in Ukraine, where it is estimated to have the equivalent of 180 million barrels of oil. Analysts say these would make a good fit with JKX.

Yes I'm going, and it's a nice hotel in Mayfair, but the attendees are down to earth and a friendly bunch!

It's actually a good mix of private investors, HNWI's, and city professionals.

If you go it would be good to meet you.

DGO is just one of my holdings, and is actually in the money .... was actually in/out of it a few months back for a good profit when (as posted) i sold at 400, so sure not complaining.

that RPT is currently +10% is indisputable - actually, real time shows it +7.6% from friday's close, but no matter - but just running through my own portfolio, virtually all blue and following worthy of note if you want to play that slightly silly game .....
AFR +14.9%, GKP +7.8%, LAM +13.1%, PXS +13.8% - all real time as i write

so if even arseholes like me can find substantial winners, it has to be rats and barrel time!

anyway, you know the reason for my caveat here, though i fully accept it is reasonably if not entirely subjective ..... don't be afraid to lock in some profits!

Regal has provided an update on its three new-generation wells in the Ukraine. MEX-106 is onstream and producing gas and condensate at good rates from one zone in the B Sands. The company had expected a further sequence in the B Sands to produce but as yet its contribution has been limited and Regal is conducting a review as to its likely future productivity. Mechanical problems have, thus far, prevented testing of the lower T and D Sands. On well SV-58, Regal is continuing with completion work across all the identified gas zones ahead of running a testing programme. Drilling on the third new-generation well (SV-61) is progressing to plan. These are deep, complex and high pressure wells that have to be handled with care. The delays are substantially mechanical issues and do not detract from the reserve upside story. BUY.

We're looking at the next operational update as key here: more news on the MEX-106 flow rate from the B sands, which was steadily improving from the last update, and maybe news of when the T and D sands will be tested, but really the story will be around SV58.

We know that the B24 sand interval there is extremely promising, and if it represents a contiguous reservoir sand across the license, the flow rates should be very exciting, even before we consider the upside from the Ts and Ds. I've said it before, I'll say it again: this is a very accomplished management, operationally speaking, and they are best-placed to drive the value from what is now effectively a resource play. As Another Production Target Is Missed, Regal Petroleum Trials A Jet Perforation Technique To Solve Its Problems In Ukraine


Regal Petroleum has missed another year-end production goal as it struggles to deliver production from its tight gas fields in the Ukraine. The company had hoped that the new generation wells it is now drilling on the MEX-GOL and SV fields would lift group production to 7,500 barrels of oil equivalent per day but instead production is running at 2,072 boepd as the AIM company battles difficult downhole conditions.

The good news is the group seems to have found a solution to its completion and production problems, a solution that could lead to significant production growth in 2010. These highly pressured deep gas/condensate fields were never going to be easy to drill the state oil company used to take more than a year to drill these fields using its antiquated rigs, a timeline that Regal has more than halved using two newbuild Saipem 2,000 HP top drive rigs. The new rigs also allow the company to use a different casing design, enabling it to drill more quickly, with lower mud weights, thereby reducing the risk of the kind of formation damage that has hampered production from some of the old wells on these tight gas fields.

Even with all this state-of-the-art kit, the first two new generation wells, drilled to a depth of more than 6,000 metres, have failed to live up to expectations. The first well, MEX-106, was put into production in September 2009 but shortly afterwards suffered a blockage due to a mechanical obstruction at a depth of 5,200 metres. This meant the company could only produce from the shallower B sands at a rate of 517 boepd. A field operation using coiled tubing has recovered eight metres of the fish, with three metres still lodged downhole. The remaining section should be removed next month and then the company will be able to perforate the deeper T and D sands, ready for production testing.

The problems in the second well, SV-58, were more profound. A production test on the B sand intervals, undertaken in November, behaved in what the company called a somewhat unusual manner. A very high condensate-to-gas ratio from one of the sand layers caused the well to load up quickly with condensate, making it difficult for the well to deliver sustained commercial flow rates. There were also connectivity issues. This could have been disastrous for the company, given that it had staked its reputation on its ability to unlock the potential of the MEX-GOL and SV fields and its dubious past of hyping a project that later proved to be a dud (its ill-fated Greek venture, which led to the previous management being censured and the company receiving the largest fine in AIMs history).

But it seems Regals technical team have cracked the production problem. They have deployed a jet perforation technique, which provides deeper penetration into the formation and eliminates the formation damage generated by conventional perforating techniques. This led to a sustained and stable production flow of 395 boepd, a significant about 560 per cent increase - improvement on inflow rates. Whats more, this comes from just four metres of the target reservoir, which is less than 10 per cent of the total target reservoir. Next month, the remaining 75 metres of target reservoir will be perforated in this way, which should move the SV-58 well towards pre-drill expectations.

Importantly, the jet perforation trial has been so successful that it would seem sensible to deploy it on other wells on the field to see if they too would benefit. It seems there may be a systemic issue with the perforation techniques previously employed across the field, which would help explain its past under-performance.

Chief executive David Greer praised the breakthrough. "We take pride that this alternative perforating approach, conceived and executed in a very short timeframe in extreme weather conditions by Regal's small but professional team, has delivered a breakthrough solution to SV-58's reservoir connectivity challenge, said Greer. We now intend to build on our success in the trial by delivering access to the other target reservoirs in SV-58. During the drilling of this well, strong gas influxes were encountered, so we are optimistic that production from SV-58 can meet our pre-drill estimations in due course.

The company is now drilling two more new-generation wells. The third, SV-61, was this week at a depth of 5,960 metres near the top of the T-sand objective, while the fourth and fastest yet, SV-66, is already at a depth of 4,548 metres. An updated CPR report will be issued once the company has completed its perforation and testing programmes on all four wells. Regal has a 2P 169 million boe reserve base, a tally that was believed to be conservative. Success with the jet perforation technique will hopefully enable the company to demonstrate the potential of these wells and deliver the reserves uplift investors have been hoping for: there has been talk of a possible 350 million boe resource which could support production of 90,000 boepd at peak.

Regal Petroleum, founded by Timiş in November 1996 was listed on the London Alternative Investment Market and owned some oil and gas resources in Romania and Ukraine. However, it became famous after the September 2003 acquisition of 60% of an oilfield located in Kavala, Greece. Timiş claimed that his company's survey team found one of the largest finds of oil in Europe: up to a billion barrels. The oil allegedly had so much pressure that the drilling platform was close to be destroyed by it.

This announcement drove Regal's share price up to a peak of 509p, the company's market value reaching 500m, being one the highest valued companies of the Alternative Investment Market. Many private investors and respectable institutions (including Merrill Lynch, Commerzbank, Artemis and Schroders) invested in this company more than 45m. Timiş sold off the main assets of Regal soon after the investments reached the peak, without informing the directors and shareholders and resigned from the function as chief executive of the company.

However, by mid-2005, the bubble burst and it was clear that there was little oil in Regal's oil field and the flow rates were as low as 30 barrels a day and "deemed to be non-commercial". In a few hours, the stock fell by more than 60% and as of June 2006, the share price is at 48.75p, less than 10% of the peak price. In 2005, its value was still worth about 120m, and had cash reserves of 37m, but due to lack of any real source of income, the reserves reached only 15m at the end of the year, as the company saw losses of 50m in 2005. In February 2006, Regal lost its Ukraine gas production license in a trial.

In June 2005, an environmental group, Alburnus Maior, asked the Romanian Supreme Court, under the freedom of information laws, whether Timiş was under any investigations and the answer was that his name was linked with three dossiers investigated by the organised crime department. However, Timiş denied all these. Later queries to the Romanian administration on this subject were given the answer that there are no investigations concerning Timiş.

Due to the collapse of this company, the Alternative Investment Market decided in 2006 to toughen regulations for companies in the natural resources sector and to hire experts who would prevent such booms followed by crashes in the future.

Oil and gas group Regal Petroleum says its current total daily field production rates in the Ukraine are 2,166 boepd, reflecting a slightly improved performance from its SV-58 well.

SV-58 production has stabilised following a successful abrasive perforation trial.

Earlier than planned cessation of drilling in the SV-61 6" hole section, in conjunction with the parallel abrasive perforation operations planned in both SV-58 and SV-61, should result in an improvement in production rates in the near future.

The chief executive of Regal Petroleum (RPT.L) has hit out at a "lack of understanding" by investors, which he believes is hindering the Ukraine-focused gas explorer. The Aim-listed company reported a larger than expected pre-tax loss and chief executive David Greer said the quality of Regal's probable reserves, compared with its peers, was being overlooked by the market. Regal's shares traded at around three pounds when the company had an Aim disciplinary ruling hanging over it, and again when it had a tense relationship with the Ukraine government.
