Matanda Exploration Update (75% working interest and operator)


Following assignment of the Matanda licence from Glencore, which materially increased the Company’s acreage position, work is ongoing to evaluate the gas potential of the block. The primary objective of this work is to identify prospects with a high chance of success which can be brought rapidly into production following drilling to meet growing gas demand. This work is benefiting from the proximity of the Bomono license and the experience of operating the Logbaba field; allowing a full integrated analysis to be conducted for the whole Douala area.
Whilst the analysis is at an early stage, we are encouraged by the indications of exciting onshore prospects in the Northern area of the license, near the boundary with Bomono, in structures like the Moambe discovery. Similarly, there appears to be significant onshore potential on the trend between the North Matanda discovery and the producing Logbaba field.

The evaluation is expected to yield an updated prospect inventory by Q3, from which drilling plans can be made. This will provide the opportunity to target the most attractive and lowest cost opportunities for early drilling with the aim of bringing further wells on production in 2018-2019.

Bomono Project (80% working interest)
The Company announced on 6th March that it had entered into a Farm-Out Agreement with EurOil in relation to the Bomono production sharing contract (“PSC”), subject to a number of conditions precedent, which will result in a VOG subsidiary having an 80% working interest in the 2,237 sq. km. licence.  The agreement is in line with VOG’s objective to consolidate GDC’s advantage as a fully integrated gas utility by securing additional sources of gas. The intention is for gas produced from the Bomono PSC to be fed into GDC’s pipeline network.  GDC’s current pipeline infrastucture is only 9.5km away from the drilled wells. The initial plan is that gas currently suspended at Moambe can be brought onstream and that further drilling be considered in the future.

At the start of 2016, Bowleven completed extended well flow tests on the Moambe well that exceeded 7mmscf/d. The Moambe and Zingana exploration wells drilled at Bomono were then suspended as future producers. As previously announced by Bowleven, the detailed prospect inventory prepared indicates there is 146bcf and 263bcf of mean un-risked gas initially in place (“GIIP”) in the Tertiary and deeper Cretaceous reservoir intervals respectively.

Following the execution of the agreement, Bowleven announced significant board changes following a General Meeting of the Company.  VOG is continuing its good relationship with the board of Bowleven and progressing the project as intended.

The academy by famous rugby star provides education, scholarships, medical care and better living conditions to thousands



Rugby, a sport that is yet to attract many in Cameroon on the professional lane, is loved even by the very little ones. On hand to let them understand the values of the sports, Rugby icon, Cameroon-born Serge Betsen, who has played in the French National Team, Biarritz Olympique and London Wasps, has since 2004, created the Serge Betsen Academy not only to train young Cameroonians, but also to reach out to the underprivileged in the domain of education and health.

Since inception in 2004, the academy that stretch a helping hand to over 500 underprivileged kids yearly in education and health care, operates five centres in Cameroon. The rugby centres including Eau Claire in Bangangte, Jardin Eden in Yaounde, Etoudi-Yaounde, Bafia and the latest in Zoetele, carryout rugby training at least twice a week.

During a ceremony to seek prospects of breaking new grounds in Douala, organised by Gas Du Cameroun, the promoter, Serge Betsen disclosed that he uses rugby and its values as vehicles for education and social inclusion. The rugby star, who grew up in the Ekoldongo neighbourhood in Yaounde before moving to France at the age of nine, thanks to the relentless efforts of his mother, returned to Cameroon after 18 years and took the engagement to stand by disadvantaged children, changing their lives while instilling team spirit in them.

On hand to encourage Serge Betsen Academy was the General Manager of Victoria Oil and Gas Plc, Kate Baldwin, accompanied by its subsidiary- Gas Du Cameroun. Apart from being one of the sponsors of Serge Betsen Academy, Kate Baldwin made her company’s intension to sponsor other projects in and around Douala. To her, contributing towards the provision of social amenities and sponsoring life-changing projects is a better way to respect their corporate social responsibility engagement while contributing to the country’s development. Recently, the company constructed a bridge in the Douala III neighbourhood and has been very conspicuous in the domain of education and health.

Victoria Oil & Gas Plc announces that negotiations continue between its wholly-owned subsidiary, Gaz du Cameroun S.A. ("GDC"), Altaaqa Alternative Solutions Projects DWC-LLC and ENEO Cameroun S.A. ("ENEO"), in relation to the contract renewal for the supply of gas. 
 
GDC continues to sell gas from Logbaba to ENEO at normal consumption rates for this time of year given the demand for power in Douala.
 
The Company will announce final agreements reached with ENEO in due course.

Cameroon: A market for four cement manufacturers

With this new development, the companies operating in the sector decided either to build a new production plant or to extend the existing one.

In a few years, the number of cement plants has increased from one to four. (Cimencam of the French group Lafarge, Cimaf of the Moroccan group Addoha, the Dangote cement plant in Douala, Medcem of the Turkish group Eren Holdings), thanks to the numerous investments made in the sector. With this new situation, the cement groups have decided either to build a new plant or to extend the existing one.

For example, the Dangote group, controlled by Nigerian billionaire Aliko Dangote, announced in July 2015 the construction, in the suburbs of Yaoundé, the Cameroonian capital, of its second cement plant in the country after that of Douala (economic capital) Production of 1.5 million tonnes. The project will start in a few months for an investment estimated at 150 million dollars, or 88.7 billion FCFA. "And this after we have finalized the full compensation of the populations. This is a phase that we a great importance.

The plant will see the light of day a year later, "said Daniel Ate, Marketing & Communication Manager at the distributor. Prior to Dangote Cement Cameroon, the Cameroon Cement Plant (Cimencam) laid the foundation stone at Nomayos, near Yaoundé, of a new production plant at 28 billion FCFA. The third, after Douala and Figuil, in the Cameroon region. The project, which has been announced for five years, was to benefit from tax exemptions of 5 to 10 years, as provided for in the 2013 Law on Incentives for Private Investment in the Republic of Cameroon. With a capacity of 500 thousand tons per year of cement type Cem II 42,5, the unit whose construction work finally started on March 16, 2017 is built on a plot of 16 hectares. Besides these large companies, the Mira Company Society is gradually tiptoed. This structure wants to build a cement plant with a capacity of one million tons in Cameroon, an investment totaling more than CFAF 32 billion. According to project forecasts, this new cement production unit will create about 1,600 jobs.

Cameroon launches agricultural promotion project co-financed to the tune of FCfa 75 billion by the AfDB

(Business in Cameroon) - The Cameroonian government officially launched, on 24 April 2017 in Yaoundé, the capital of the country, the Project for the Development of Agricultural Value Chains (Projet de Développement des Chaines de Valeurs Agricoles - PD-CVA). With 77% financed by the African Development Bank and 21.5% by the State of Cameroon, this project has an overall cost of FCfa 75 billion, we learned officially.

Implemented in the Central, Littoral, South-West and Eastern regions, this five-year project aims to ensure food security in the sectors of plantain, oil palm and pineapples; by means of financial and technical support to farmers' organisations and other youth interested in agribusiness.

According to the sponsors, this project will directly affect 242,000 people, whose revenues will increase on average by FCfa 818,000 per beneficiary and by FCfa 6 million annually for each of the young entrepreneurs involved in the project.

With time, we learn, there will be projected increases of 216,000 tons in palm nut bunches, 240,000 tons in plantain banana, 10,000 tons in pineapples and 17,500 tons of palm oil.

Canada ogles activity of transmission of electricity in Cameroon

(Business in Cameroon) - René Crémonese, Canadian High Commissioner to Cameroon, expressed the wish last 21 April to the Cameroonian Minister of Energy and Water, Basile Atangana Kouna, of Canadian companies to be able to bid for contracts in the sector of energy transmission in the country.

"Canada has major transmission lines. We have a country which is huge and we have the experience. Here, there are existing lines which were constructed by Canadian companies twenty years ago. We have great experience in the field of electricity", he explained.

Indeed, after the recent creation of the Société Nationale de Transport de l’Électricité (Sonatrel - National Electricity Transmission Company), Cameroon is undertaking a vast programme of upgrading its transmission network. In order to do this, the country has just benefited from financial assistance of about FCfa 200 billion granted by the World Bank, to implement this programme, whose overall budget is estimated at nearly FCfa 900 billion.

Economic Analysis - Construction And Hydrocarbons Will Drive Robust Growth - JUNE 2017

BMI View: Cameroon will be a regional outperformer in terms of economic growth in the coming years. In particular, we highlight opportunities in the construction, hydrocarbons and agricultural sectors.

Increased activity in the construction, extractive and agribusiness sectors will see Cameroon post vigorous growth in the coming years. Efforts to develop greater hydropower and transport infrastructure will present opportunities for the construction industry and, over the long term, improve Cameroon's standing as an investment environment. Meanwhile, burgeoning gas production will provide sustenance to Cameroon's declining hydrocarbon sector.

Finally, improvements in cash crop production and more facilities for processing will support growth in Cameroon's large agricultural sector. As such, we expect Cameroon's real GDP growth to average 6.0% between 2017 and 2021, well above the Sub-Saharan African average of 4.5% in the same period.

Hydrocarbons Development Will Build On Declining Sector

Multiple new opportunities for growth exist in the oil and gas sector, which has been in decline since oil production hit its peak in 1985. A floating LNG project led by the LNG shipping company Golar and producer Perenco, which will begin in late 2017, will bolster natural gas production, and see Cameroon becoming a net gas exporter. This will help to diversify the country's exports beyond crude oil and agriculture. There is also further room for investment into the sector, given that Bowleven holds a permit on fields in Bomono and Victoria Oil & Gas holds a permit on Mantanda fields.

On 4 May 2017, at the World Economic Forum on Africa in Durban South Africa, the African Development Bank’s Vice-President Power for Energy, Climate and Green Growth, Amadou Hott and the UN Environment Regional Director, Juliette Biao Koudenoukpo, launched one the most important publications in the energy sector, the ‘Atlas of Africa Energy Resources.’ In the presence of representatives of the private sector, key African institutions and Civil Society organizations, Hott highlighted the importance and benefits the publication of the Atlas represent. “We have no doubt that this Atlas will be instrumental in facilitating ease of access to information and data in the energy sector for all stakeholders, including the donor community, African Governments and the private sector,” he said.

He added that development institutions will benefit from the Atlas. “At the African Development Bank, we are convinced that this Atlas will assist us in implementing our ambitious programme under the New Deal on Energy for Africa, whose main objective is to achieve universal energy access in Africa by 2025, Hott said, adding that this would entail providing electricity access to over 200 million households and clean cooking access to around 150 million households.

The Atlas of Africa Energy Resources was produced by the Infrastructure Consortium for Africa (ICA) in partnership with the UN Environment and the Sustainable Energy Fund for Africa (SEFA). The ICA and SEFA are both hosted by the African Development Bank. A G8 initiative, the main objective of the ICA is to increase investments for infrastructure development in Africa, from both public and private sources. SEFA provides resources for renewable energy project preparation and equity investments, as well as technical assistance to African institutions in improving the enabling environment for private investments.

The Atlas of Africa Energy Resources features over 64 maps and 73 satellite images as well as some 50 graphics and hundreds of compelling photos. The Atlas makes a major contribution to knowledge on Africa’s energy sector by highlighting the opportunities and challenges for sustainable development of the energy resources on the continent.

The Atlas, including individual satellite images and other graphics can be downloaded from the website of the ICA and from UN Environment.

Gaz du Cameroun S. A. (“GDC”)

Gaz du Cameroun, or GDC as we are commonly known, is a fully integrated energy utility company that has pioneered the production and distribution of gas in Cameroon.

As the sole supplier of gas to the nation’s commercial capital, GDC has successfully realised a major new source of clean energy for Cameroon: natural gas. From gas production wells located in the area, GDC has invested over $245 million to safely extract and distribute gas to industrial customers within the port city of Douala.

GDC is proud to supply customers operating across diverse industries, with a range of domestic gas products including thermal gas to drive machinery, gas fired electricity generation sets and condensate liquids that are transported to Cameroon’s largest petrochemical refinery, SONARA.

Our gas causes less wear on customer equipment, such as boilers, and incurs no storage or heating costs. We are currently working with ENEO to provide gas to power stations within Douala, in order to play our part in improving electricity supply to the national grid.

"On Bomono, the Company is engaging with SNH to discuss the outstanding approval of the Bomono Farm-In which will allow Bomono hydrocarbons to be produced into the VOG, Gas du Cameroon, pipeline.
To that end, meeting dates are being offered to work-out an all-party solution to allow this transaction to conclude and allow work to commence to connect Bomono into the domestic gas market through the existing pipeline infrastructure."
