is to leverage its experience with Oil Shale in Utah, and build a portfolio of oil shale assets both in the USA and internationally, with a view to longer term exploitation using the best available technology.

The Board believes that the technologies for Oil Shale extraction will evolve significantly in the next decade, and that a variety of production systems including surface retorting, in-situ conversion and "in-capsule" methods (such as EcoShaleTM) will prove to be both economically feasible and environmentally acceptable. Different technologies will be applicable to different geological, geographical and commercial circumstances, and Oil Shale asset holders will in future be able to select the best system for their project (as is the case today, for example with, heavy oil development).

The Board intends to establish a growing portfolio of Oil Shale assets with a variety of time frames for development, to be positioned to take advantage of the anticipated availability of existing and new technologies. Cash generated from the Holliday Block development, along with the operational experience of this EcoShaleTM project, will drive this growth although debt may be used with investments.
