Apostolaki resigns as PASOK MP, majority down to two
PASOK MP Milena Apostolaki has resigned from the ruling partys parliamentary group, reducing Prime Minister George Papandreous majority in Parliament to just two seats.
In her letter to Papandreou, Apostolaki said that she disagreed with Papandreous decision to propose a referendum on whether Greece should accept the debt and loan agreement it agreed with its eurozone partners and banks last week.
Apostolaki said that she would continue as an independent. The prime minister has called a vote of confidence in Parliament on Friday.
PASOK deputy Vasso Papandreou warned that bankruptcy is imminent and called on President Karolos Papoulias to form a national unity government that would serve for fixed period of time before elections are held.
Six members of PASOKs national council have called for Papandreous resignation.

Too early to tell whether Greek CDS will be triggered,
As speculation mounts about credit default swaps on Greece's debt, ISDA's determinations committee has the ultimate say on whether CDS are triggered. ISDA said it is too early to tell whether a recent haircut on Greek bonds constitutes a "credit event." "As such, it does not appear to be likely that the euro zone proposal will trigger payments under existing CDS contracts," according to ISDA. "However, whether or not it does so will be decided by the Determinations Committee on the basis of specific facts, if a request is made to them." lol

Europe's regulatory overhaul is delayed because of debt crisis
European officials are scrambling to contain the sovereign-debt crisis, delaying regulatory reform. The Financial Stability Board said most European rules won't be implemented until 2013 or later. The postponement has caused uncertainty at investment banks and other financial firms as well as nonfinancial companies.

UBS broker note today:
"Post Q3, we have modestly upgraded our full year estimates (+2%) but subsequent years are broadly unchanged. While we exclude the pension fund deficit and value of own credit from Barclays reported tangible book value as our basis for valuation, a higher start point here has led to a modestly higher price target (215p from 208p) but the more modest upside leads us to reduce our rating to Neutral.
We expect 2012 to be a similar year to 2011 for BarCap. A consequence of this is that we expect a more balanced source of earnings with BarCap c.44% of group PBT in 2012. Moreover, we note that the trends within the Retail/Commercial business were positive in Q3 in that income increased by c.100m in both the UK Retail Bank and Barclaycard but impairment in both divisions was below Q2 levels.
The near 3bn gain on own credit has lifted the gross gains on own credit on the balance sheet to c.3.8bn equivalent to near 30p per share. This is included in NAV but excluded from CT1. The BlackRock stake has been marked to the September end valuation of $148 per share versus the current price of $162 ahead of the lock-up expiry on Dec 1st. Gains will be a positive AFS and enhance book but not CT1. We also estimate that the pension fund deficit is c.3bn or 25p/share.
Our Barclays price target of 215p is derived from Dec-11E TBV, adjusted for the own credit gain and pension fund deficit with a haircut applied for regulatory risk.

Six leading members of Greece's governing Pasok party have called on Prime Minister George Papandreou to resign, the day after he called a referendum on the proposed EU bailout.
One MP has defected from Pasok, cutting Mr Papandreou's parliamentary majority to two seats - 152 out of 300 - ahead of a confidence vote on Friday.
The opposition has called for early elections, saying the referendum jeopardises Greece's EU membership.
European markets have fallen sharply.
Last week, eurozone leaders agreed on a 100bn-euro loan (86bn; $140bn) to Athens and a 50% debt write-off.
