There's two sides to most stories. Calm down, dear.

On the one hand:

On behalf of this poor old gentleman, who is nearly 80, I would definitely appeal.

He's only had the blue Badge a few minutes and so how can he be expected to use it properly? How can he have had time to even read the guidelines issued with the badge?

Obviously, he hasn't even bothered to read the guidleines issued with the badge. He might be lazy, or he might be forgetful. Let's give him the benefit of the doubt and assume he just didn't have time yet to do it.

But he did have time to start using the badge, didn't he?

The use of a Blue Badge is, like anything else, subject to 'terms and conditions of use'. It is not a licence to 'park anywhere' and 'park anyhow'. Neither is the ownership or usage of a Blue Badge a licence to 'show the badge upside down' or 'show it sideways on' or use it when it's 'out of date' or 'belonging to someone else' or show it 'back to front'.

I often see people abusing disabled parking spaces and, on behalf of traffic wardens who are paid to do their job, its kinda nice to see them actually doing it.

I guess you think some traffic wardens should ignore the stuff they have been taught and some should just 'use their initiative'? Allowing the latter seems to invite 'corruption entering the equation', doesn't it? Surely we want traffic wardens who strictly adhere to a set of rules, don't we?

And how on earth is the traffic warden to know that the badge belongs to a gentleman 'who is nearly 80'? What has that got to do with it? Is there an age limit clause in the usage rules?

Perhaps if the poor old guy can't even display a Blue Badge properly, it's time he delegated the job to someone else, isn't it?

Is he also incapable of spending 10-20m minutes to read the usage guidelines that are issued with the Blue Badge? Surely not?

So really, he deserves to lose his appeal, doesn't he?

Come on! Pay up and move on with the rest of your life - is another way of looking at it, don't you think?

They've been told to crack down on abuses of the Blue Badge system. However, if this is an example of cracking down on abuse, I despair for our country. But then, I've been despairing for our country for some time for many reasons.

Appeal.

BTW, the Warden met dcb's father and had a discussion with him - so should have realised he was elderly - unless she was blind as well as stupid and unsympathetic.

But, if he appeals in writing, with a reasonable "explanation" and admits his mistake, with an appropriate apology, in all probability he will have his penalty charge cancelled.

I would not advise him to to add your posting as a PS to his letter.

Surely you are not both suggesting we employ even more traffic wardens to go round finding out how old the parkers actually are, or even have them waiting around until the parker actually comes back to check on his/her age and then, if he/she is really old, just let him/her off with a caution?

Get real! All this stuff can be done on appeal, can't it?

And of course, once 'writing out the ticket' has commenced, then it has to continue, doesn't it?

OK, my take on the parking ticket.
This is how I would have dealt with the situation, if it was as stated.
Although as a Police Officer (retired) we tended to leave parking enforcement to traffic wardens.
I would have waited near to the vehicle for a few minutes and if the person had returned in that time, I would have explained the reason why they were leaving themselves open to a ticket, then depending on their attitude, I would have dealt appropriately.
If I had started to complete the ticket, I would have then listened to any explanation.
If the explanation was as stated, I would have explained that as I had commenced completion, the ticket would have to be issued (this takes away the accusation of bribery). But I would then have explained that as I could now see the ticket was 'very recent issue' that I would attach a note explaining the circumstances with a recommendation that if the disabled badge holder sent in an explanatory letter with proof of issue date, IE a photocopy of 1st issue, it would likely be canceled, which it almost certainly would.

I always found that fair but firm was always the best way to deal with most law breakers, especially of the more minor type such as the one mentioned.
It often surprised me how many receivers of 'tickets' thanked me, far more than those who gave verbal abuse.

I found that more people get annoyed at 'attitude' than the actual penalty.

I must add, I was not a soft touch, but I was known for my no nonsense approach.

To sum up.
