BT Set To Benefit From Relaxed Competition Rules

By Kathy Sandler

Of DOW JONES NEWSWIRES

LONDON -(Dow Jones)- BT Group PLC (BT) will be able to compete more effectively against its telecom and media rivals after U.K. regulator Ofcom Tuesday said it would allow the company to offer cut-price phone lines within its bundle of telephony, broadband and TV services, removing one of the last remaining restrictions on the former monopoly's business.

Ofcom said the decision was taken after BT was judged to no longer have "significant market power" in the majority of retail landline markets in the U.K.

BT has had to compete with telecoms and media companies like British Sky Broadcasting Group PLC (BSY), Virgin Media Inc (VMED) and Carphone Warehouse Group PLC's (CPW.LN) TalkTalk service since it was forced to open up its phone lines to competition in 2005.

News Corp. (NWS), owner of this newswire, has a roughly 39% stake in BSkyB.

These companies have offered discounted or free phone lines when sold with other services like cable or satellite TV and super-fast broadband, but until now BT hasn't been allowed to discount its phone line service.

Ofcom's ruling will allow BT "to compete on a more level playing field than previously," said a BT spokesman.

In addition to retail consumers, BT's global services division, which competes with companies like Cable & Wireless PLC (CW.LN) and Colt Telecom Group SA (COLT.LN) , and its small and medium-sized business division, will also be able to take advantage of the improved competitive landscape.

Ofcom said Tuesday's decision will benefit consumers by helping to increase competition in the delivery of bundled services.
