Istanbul conference recommendations dominate Baghdad press

Iraqi newspapers on Sunday focused on the recommendations from the Istanbul-based conference for Iraq's neighboring countries which closed yesterday and sideline meetings between the participants.

In its coverage of the conference, the independent daily al-Mada newspaper published a main report in which it said, "The Istanbul conference concluded with calls for government support, a firmer grip on joint border security and a pledge by Baghdad to take prompt measures against the Kurdistan Workers Party (PKK) and combat terrorism. The conference's final statement
stressed that Iraqi land will not be used as a base to launch terrorist attacks against neighboring countries."

On the sidelines of the conference, Iraqi Prime Minister Nouri al-Maliki explained to U.S. Secretary of State Condoleezza Rice that conditions are now more favorable for the ratification of several draft laws, forwarded by the Iraqi government to the parliament, including the draft laws on oil and gas, and accountability and justice, the newspaper said.

The government-funded al-Sabah newspaper published a main headline that read, 'Istanbul conference: Behind closed doors meetings, encouraging final statement.' According to the newspaper, sideline meetings between heads of the delegations overshadowed the conference. "During his meeting with U.N. Secretary General Ban Ki-moon, al-Maliki stressed the Iraqi armed forces' increased abilities and their readiness to take over security duties in Iraqi provinces and highlighted a major leap in economic growth and a fall in inflation and unemployment rates," the newspaper wrote
Turkish Prime Minister Recep Tayyip Erdogan, during an inaugural speech in the conference, urged neighboring countries to take firm steps against "groups practicing terrorism in Iraq" in reference to the PKK, considered by Turkey as "terrorist" organization.

Erdogan revealed his country's readiness to realize security and stability and bolster national reconciliation in Iraq. "We have to continue re-building Iraq," Erdogan said in his speech with the Iraqi premier sitting next to him.

Baghdad newspaper, issued by former Iraqi Prime Minister Iyad Allawi's al-Wifaq Movement, published the following main headlines: 'Allawi: Iraqis want to remain united,' 'Speaker: Vote on ministers of agriculture, health is void' and 'Government did not clamp down on oil smugglers.'

Al-Bayyina al-Jadida, another independent daily, published an article entitled, 'A certain victory,' by Ghayath Abdul Hamid in which he voiced his optimism about the ability of Iraqi security forces to achieve sweeping victory over al-Qaeda organization and stressed intelligence reports as a main weapon in the fight against al-Qqeda.

lex1000---------Yes it is paying off now, but for the many longer term holders amongst us it's been more of a rollercoaster ride, even though we may have bought @ a much lower price than yourself.
I firmly believe that this share has the capacity to register meaningful profits for it's investors. Good luck all

dont worry about cynic............he is always found on dud shares.
I admit to having a couple of sh?t shares and guess who is on it every day........yip, u guessed it....cynic

he doesnt even type info either, just drivel and his stupid opinion.
he also talks about shares as if he's got them and if they go tits up, he says he doesnt have them and sometimes then slags them.

i've no time for people slagging off shares unless they invest or short them.
i cant see the purpose of typing on this unless u r playing the game.

Not defending him but I really dont think he expects us to take him too seriously...and if we do, then we get naffed off and he has achieved his aim

Syria Plans $3 Billion Refinery to Process Iraqi Oil

Syria plans to build a $3 billion oil refinery with a Kuwaiti partner, part of an effort to more than double the country's capacity and process crude oil from neighboring Iraq, Syrian Oil Minister Sufian al-Alao said.

Noor Financial Investment, a Kuwait-based investment firm, will announce on Nov. 5 the creation of a company to build the plant in the eastern Syrian province of Deir Ezzor, the second new Syrian refinery announced in a week. The country wants to reduce imports of oil products such as gasoil, al-Alao said yesterday in an interview in Egypt's Red Sea resort of Sharm El Sheikh.

The new refineries will eventually allow Syria to import, process and export Iraqi crude, offsetting its own declining supply. Iraq's oil exports through Syria, which had contravened United Nations sanctions, stopped in 2003 after the U.S.-led invasion of Iraq.

Noor and Syrian partners will offer shares in the company to the public and to Syrian expatriates, the minister said.

State companies from Venezuela, Iran and Syria and a Malaysian private company announced plans this week to build a refinery near Homs, in central Syria. The $2.6 billion plant, to be completed in four years, will process crude oil from Venezuela, Iran and Syria, al-Alao said.

Middle Eastern nations, including Saudi Arabia, the world's top oil producer, have announced plans to add refining capacity as a global shortage of such plants contributes to surging fuel prices. Crude oil reached a record $94.46 a barrel yesterday in New York.

New Refineries, Upgrades

The two new Syrian refineries will each have a capacity of about 140,000 barrels a day, he said. Syria's refining capacity now stands at 220,000 barrels a day, split about equally between a plant in Homs, and another in the port city of Banias. The government has also allocated $1 billion to upgrade the Banias refinery, al-Alao said.

Syria's crude production will fall to 360,000 barrels a day next year from 380,000 barrels a day this year, al-Alao predicted. Syrian oil production peaked at 600,000 barrels a day in 1996, according to BP Plc's Statistical Review of World Energy.

Syria is now importing about 60,000 to 70,000 barrels a day of gasoil, a fuel used for heating and transportation that accounts for half its consumption of refined products.

The government yesterday began implementing a decision to reduce subsidies on gasoline in an effort to cut government spending costs and curb smuggling to neighboring countries, the state-run newspaper Ath-Thawra reported. Fuel subsidies cost the government 350 billion Syrian pounds ($6.8 billion), or 65 percent of its budget, the newspaper said.

Al Maliki declares victory over terrorism

Prime Minister Nuri Al Maliki declared victory over terrorism and armed groups in a rare tour he conducted in Baghdad. Al Maliki met in Abu Nuwas Street with Iraq soccer players, confirming that life is returning to normal in Iraqi streets.
On the other hand, a number of politicians have criticized promises taken by Prime Minister Al Maliki when meeting with US Secretary of State Condoleeza Rice in Istanbul vowing to ratify important laws in Parliament. On this point, the politicians explained that laws ratification goes to the legislative authority.
